Hayley Burgess

Hayley Burgess is the Communications Manager at the California Immigrant Policy Center (CIPC) where, as a member of the communications team, she advances an inclusive, pro-immigrant narrative and delivers accessible messages to promote the rights of everyone who calls California home, regardless of where they were born.

Before joining CIPC, Hayley was a Communications Strategist at the National Immigration Law Center (NILC). At NILC, she led communications for the Winning in the States initiative, a project supporting state and local immigrants’ rights organizations as they build power and capacity and advance critical changes for immigrants in their communities. Hayley also managed media coordination and helped guide communications strategy for NILC’s litigation, policy, and narrative priorities.

Hayley has also independently consulted with a range of immigrants’ rights organizations to support communications strategy for economic and racial justice campaigns. She believes in a people and community-centered approach to communications work, which is grounded in her conviction that everyone should have the freedom to live full lives with their family and community.

Hayley was born and raised in Los Angeles and is proud to be working with her neighbors to build power and make California a better, more inclusive place for everyone. In her free time, she likes to ride her bike and go hiking along the coast, make playlists for her friends and family, and take long road trips.
