In 2015, California made a historic budget investment that recognized the importance of access to quality healthcare for undocumented immigrants. The 2015-2016 state budget (SB 75) expanded full-scope Medi-Cal to all low-income children under the age of 19, regardless of their immigration status. SB 4 (Lara) ensured that undocumented children enrolled in restricted-scope Medi-Cal transitioned seamlessly to full-scope Medi-Cal upon implementation. This “Health4All Kids” expansion began May 16, 2016. Since then thousands of low-income children, regardless of immigration status, have had the opportunity to enroll in health coverage and access life-saving care.
