CIPC Commends Gov. Newsom for Signing Bills to Protect Immigrant Californians

Los Angeles (Sept. 20, 2025) – Today, Gov. Gavin Newsom signed a package of bills to protect immigrant Californians from the Trump administration’s mass raids and deportations. Among the bills the governor signed are some co-sponsored or supported by the California Immigrant Policy Center (CIPC), including Senate Bill 81 by Sen. Jesse Arreguín that will ensure healthcare facilities remain safe spaces for immigrants.  

CIPC Executive Director Masih Fouladi, who was by the governor’s side during the signing ceremony in Los Angeles, issued the following statement:

“At a time when indiscriminate ICE raids continue arresting and deporting members of our communities, these bills signed today by Gov. Newsom send a powerful message to the Trump administration telling him that California will protect our immigrant friends, family members and neighbors. Among these bills, Senate Bill 81, cosponsored by CIPC, will protect access to health care facilities. As the U.S. Supreme Court green lights the use of racial profiling by masked and unidentified federal agents targeting people based on their race, ethnicity, language, and occupation, California must continue to do everything we can to defend the safety and rights of all Californians.”

The governor also signed: 

  • Senate Bill 627, also known as the “No Masking Bill,” by Sen. Wiener and co-authored by Sen. Arreguín that would prohibit law enforcement officers from wearing a facial covering that conceals or obscures their facial identity in the performance of their duties, apart from some exceptions.
  • Senate Bill 98 that  would require school districts, county offices of education, and charter schools to notify students, parents, faculty, staff, and community members whenever immigration enforcement officers are on a school site.
  • Senate Bill 805 will require a law enforcement officer operating in California that is not uniformed to visibly display identification that includes their agency and either a name or badge number.
  • Assembly Bill 49 limits immigration enforcement officers from entering a school site or child care facility for any purpose without a valid judicial warrant, and without meeting other requirements.
