CIPC Statement on GOP Proposal to Cut Medicaid

Sacramento, Calif. (May 12, 2025) – Today, the California Immigrant Policy Center (CIPC) released the following statement regarding the House Republicans’ draft proposal to cut Medicaid and to penalize states, like California, that have expanded their Medicaid program to certain noncitizens. The GOP proposal would cause an estimated 8.6 million people across the country to lose their health care coverage.  

“Over many years, California has worked to ensure that all people have access to the health care they need to thrive in our state. It is unconscionable that the Trump administration and its supporters in Congress are trying to tear down the progress we’ve made in the Golden State to fund tax cuts to billionaires and the wealthy,” said CIPC Policy Director Josh Stehlik. 

“Beyond the proposed cuts, Republicans want to slash federal funding to states, such as California, that provide state-funded health care coverage to noncitizens. This is a blatant political attack on states that made their health care systems more equitable and a federal overreach trying to dictate how states spend their own state dollars providing care for their residents. California’s Medi-Cal expansions to noncitizens are supported by the governor and legislative leaders and are overwhelmingly popular among California voters.
