The TRUST Act, passed after a three-year community campaign, set a minimum standard across California to limit cruel and costly ICE hold requests in local jails. The TRUST Act also warned that any ICE hold risked violating the constitution. Local law enforcement and ICE later changed their tactics, including through direct transfers to ICE, making further state action urgently necessary.
