Trump’s Cruel HR 1 Bill Threatens Millions of Californians With Hunger, Poverty, and Family Separation

Los Angeles (July 3, 2025) – Today, the U.S. Congress passed a massive reconciliation bill (H.R. 1) that will devastate and further terrorize immigrant communities throughout California and the rest of the country. 

The bill massively increases funding to expand mass deportations through militarized raids, arrests and detentions threatening the health, safety and dignity of immigrant communities. At the same time, the bill includes the largest ever cuts to federal health care and food assistance programs.

President Trump, who has touted the measure as his “big beautiful bill”, is expected to sign it on Friday. The California Immigrant Policy Center (CIPC) issued the following statement regarding the bill:

“There is nothing beautiful about a bill that would bring so much harm and pain to so many people,” CIPC Executive Director Masih Fouladi said. “What this bill represents is the hateful, xenophobic agenda that the Trump administration brought to the White House put into action. We are outraged that such a horrific measure has made it to the president’s desk. This bill will create a $150 billion slush fund for Trump’s cruel deportation machine, further increasing this administration’s militarization of the border and its ability to supercharge the kidnappings, detentions, and deportations that ultimately tear California families apart. 

“When signed, this bill will also strip eligibility for Medicare, Medicaid, Supplemental Nutrition Assistance Program (SNAP), and the Child Tax Credit from most immigrants, including refugees, people granted asylum, and domestic violence survivors. These cuts to essential and lifesaving safety net programs will only serve to pay for nearly $4.5 trillion in tax cuts for the wealthiest Americans. The Congressional Budget Office forecasts that the bill will lead to 16 million people losing health coverage, including an estimated 1.7 million people who reside in California, according to KFF. 

“We urgently call on Gov. Newsom and the California Legislature to stand with immigrant communities and work with us to identify short and long-term opportunities to generate revenue to help mitigate the enormous harm this bill will cause to all Californians.”
